Microsoft 365 License Standards help organizations choose licensing that supports productivity, security, device management, identity protection, and a consistent IT experience. Choosing the right Microsoft 365 license affects much more than whether an employee can open Word, send email, or join a Teams meeting. Licensing determines which identity, security, device-management, reporting, and data-protection capabilities the organization can use. For most commercial organizations with fewer than 300 users, Microsoft 365 Business Premium provides the best-balanced foundation for employees who need the full Microsoft 365 desktop experience. It combines the productivity tools people expect with the controls IT needs to manage identities, devices, security, and organizational data consistently.

60-Second Summary #

  • Microsoft 365 Business Premium is our normal standard for full staff users. It combines desktop Microsoft 365 applications, business email, collaboration, identity security, device management, endpoint protection, email protection, and core information-protection capabilities.
  • Business Standard is a good productivity product. It does not include the same identity, device-management, endpoint-security, and information-protection baseline as Business Premium.
  • The current Microsoft price difference is relatively small. Microsoft’s official U.S. annual pricing currently lists Business Standard at $14 per user per month and Business Premium at $22 per user per month.
  • Business Premium includes Microsoft Entra ID P1. This supports Conditional Access, stronger identity administration, advanced reporting, and a more complete security standard.

Why This Standard Exists #

An organization does not use Microsoft 365 only to provide Office applications. Microsoft 365 also becomes part of the organization’s identity system, email platform, collaboration environment, data-storage platform, and cybersecurity architecture. That means the license should support more than employee productivity. It should also give the organization reasonable tools to manage who can sign in, how devices are configured, how sensitive information is handled, how threats are detected, and how access is protected. Business Standard handles the productivity side well. Business Premium adds much of the management and security foundation needed to operate that productivity environment consistently.

The practical difference: Business Standard helps an employee work. Business Premium adds many of the controls the organization and IT Department need to manage that work securely and consistently.

What Business Standard Does Not Provide as a Complete Baseline #

Business Standard is not an unsafe product. Microsoft still provides multifactor authentication options, spam filtering, malware protection, core identity functionality, and other baseline protections. The limitation is that Business Standard does not provide the same complete management and security toolset as Business Premium.

Conditional Access #

Conditional Access requires the appropriate Microsoft Entra licensing. Business Premium includes Microsoft Entra ID P1, which provides Conditional Access capabilities. Conditional Access lets IT make access decisions based on defined conditions. Policies can consider factors such as the user, application, device state, authentication method, location, and other available signals. This creates a much stronger security model than treating every successful username, password, and MFA prompt the same way.

Identity and Authentication Reporting #

Basic MFA is available without Business Premium. Business Premium should not be described as the license that makes MFA possible. The important difference is that Entra ID P1 adds stronger administrative, policy, event-logging, security-reporting, and Conditional Access capabilities. This gives IT better visibility into how identities are protected and how authentication policies are being used.

Modern Device Management With Intune #

Business Premium includes Microsoft Intune Plan 1. Intune can be used to enroll and manage supported devices, apply security and compliance policies, deploy configuration settings, manage applications, protect organizational data, and perform supported remote administrative actions. That matters because a modern device should not depend entirely on someone manually configuring every setting correctly.

More Repeatable Deployment With Windows Autopilot #

Windows Autopilot works with Microsoft’s modern management platform to improve how compatible Windows devices are prepared, reset, repurposed, and assigned. The real value is consistency. A properly designed deployment can reduce repetitive manual workstation preparation and help users receive devices with approved applications, policies, and organizational settings.

Additional Microsoft Email and Collaboration Security #

Microsoft 365 mailboxes already include baseline filtering. Business Premium adds Defender for Office 365 Plan 1. This provides additional Microsoft-native protection for phishing, malicious links, suspicious attachments, and collaboration workloads. An organization may still use another approved email-security platform. Business Premium does not automatically replace every third-party security layer. It provides a stronger Microsoft foundation underneath the overall security strategy.

Endpoint Security #

Business Premium includes Microsoft Defender for Business. This provides Microsoft’s endpoint-security platform for small and midsize organizations. Some organizations use another MDR, EDR, application-control, or endpoint-security platform as their primary standard. That does not make the Microsoft capabilities worthless. The Business Premium entitlement remains available where it fits the organization’s approved security design.

Information Protection and Data Loss Prevention #

Business Premium adds Microsoft Purview capabilities that can help identify, label, protect, encrypt, and control sensitive information in supported Microsoft 365 workloads. This does not mean Business Standard has no encryption or no security. That statement would be too broad. The accurate distinction is that Business Premium provides a stronger bundled information-protection and DLP foundation.

Our Direction: Phishing-Resistant and Passwordless Authentication #

Licensing is only useful when the available security capabilities are actually put to work. One of the most important improvements organizations can make is reducing dependence on traditional passwords and phishable MFA methods. Microsoft recommends phishing-resistant authentication methods. These include Windows Hello for Business, passkeys based on FIDO2, FIDO2 hardware security keys, and other supported phishing-resistant methods.

Our recommendation: We highly recommend moving users toward phishing-resistant authentication. For most users, Microsoft passkeys can provide a strong starting point. Windows Hello for Business can create a convenient passwordless workstation experience. Higher-risk users may also benefit from dedicated FIDO2 hardware security keys.

Microsoft Passkeys #

Passkeys are FIDO2-based credentials designed to provide phishing-resistant authentication. Instead of sending a reusable password or one-time code that can be captured by a fake login page, the credential is cryptographically tied to the legitimate service. Microsoft supports both synced and device-bound passkeys in Entra ID. Microsoft also supports passkeys through compatible FIDO2 security keys and Microsoft Authenticator scenarios. Passkeys themselves are available across Microsoft Entra editions. Additional licensing may be required when the organization wants to enforce specific authentication strengths or broader access policies through Conditional Access.

Windows Hello for Business #

Windows Hello for Business allows an employee to sign in using a device-bound credential unlocked by a PIN, fingerprint, facial recognition, or another supported method. The PIN is not simply another reusable password sent across the internet. The Windows Hello credential is associated with the device. This can improve both security and employee experience. Users spend less time typing passwords while the organization reduces dependence on traditional password-based authentication. Business Premium is especially useful here because Intune and Entra ID P1 provide a stronger management and Conditional Access foundation around the Windows sign-in and device experience.

FIDO2 Physical Security Keys #

Physical FIDO2 security keys can provide another strong phishing-resistant authentication option. Compatible devices include products such as supported YubiKey models and other FIDO2-certified security keys. Microsoft specifically recommends FIDO2 security keys for scenarios such as administrators, highly regulated users, and users who need a strong portable authentication credential. Physical keys require planning. Organizations should consider spare keys, registration, employee education, recovery procedures, and what happens if a key is lost. For some organizations, the best design may use a combination of Windows Hello for Business, Microsoft passkeys, and physical FIDO2 keys based on user role and risk.

Passwordless Is Also an Employee-Experience Improvement #

Passwordless authentication should not be treated only as a cybersecurity project. Employees benefit when secure authentication is also easier. Windows Hello for Business and passkeys can reduce repetitive password entry, forgotten-password issues, and reliance on one-time authentication codes. Successful adoption still requires communication and training. A technically enabled authentication method does not automatically mean employees understand when to use it or how account recovery works.

Why Business Premium Can Improve the Employee Experience #

Security and productivity should work together. Business Premium gives IT more tools to create a consistent environment. Devices can be managed through repeatable policies. Applications can be deployed more consistently. Authentication rules can be standardized. Lost or replaced devices can be handled through established processes. This also helps the Support Desk. When employees have substantially different licensing, device-management states, authentication methods, and security policies, troubleshooting becomes more difficult. Standardization reduces unnecessary variation. It does not eliminate every technology problem, but it gives employees and IT a cleaner starting point.

Current Microsoft Pricing and Why the Difference Matters #

We use Microsoft’s official pricing pages as the reference point for Microsoft licensing costs. Prices can change, so the current Microsoft page and the exact SKU, billing term, Teams option, promotion, tax treatment, and commitment should be reviewed when licensing is purchased or renewed.

The difference between Business Standard and Business Premium is currently $8 per user per month using Microsoft’s published annual pricing. That difference should be viewed in context. Microsoft currently lists standalone Entra ID P1 at $7 per user per month. Business Premium includes P1 and also adds Intune Plan 1, Defender for Business, Defender for Office 365 Plan 1, additional Purview capabilities, and other Premium features. This does not mean Business Premium is automatically the least expensive license for every possible user. It helps explain why it is usually a strong value for a normal managed staff member.

Pricing reminder: Microsoft pricing, packaging, Teams options, promotions, billing terms, taxes, and product names can change. The current official Microsoft pricing page and the exact product being purchased should be used when comparing costs.

Why Apps for Business Is Not the Full-Staff Standard #

Microsoft 365 Apps for business is useful when a person primarily needs the desktop Office applications and OneDrive. It is not the same as a complete Microsoft 365 staff-user license. Apps for business does not provide the same business-email, identity, Conditional Access, Intune, Defender, and information-protection stack included with Business Premium. It can be the right license for a specific role. It should not normally become the default simply because the employee needs Word, Excel, Outlook, or PowerPoint.

Email-Only Users Need a Separate Licensing Decision #

Not every user needs Business Premium. A person who truly needs only business email may be appropriately licensed with Exchange Online Plan 1 or another applicable Microsoft license. The key is understanding what that license does not provide.

Exchange Online Plan 1 Is Not Exchange Online Protection #

These names are frequently confused.

Exchange Online Plan 1 is a hosted mailbox license.
Exchange Online Protection, commonly called EOP, is Microsoft’s email filtering and protection service.

They solve different problems. A mailbox license does not automatically provide Entra ID P1, Conditional Access, Intune, Defender for Business, or the complete Business Premium management stack.

Email-Only Users and Conditional Access #

If an email-only user must be governed by Conditional Access, the necessary Entra entitlement still needs to exist for that user. One option is Business Premium. Another is standalone Entra ID P1 when the rest of the Premium bundle is not needed. The correct license should be based on the user’s actual requirements.

Simple rule: A mailbox is not the same thing as a fully managed identity. If the organization expects Conditional Access, advanced identity reporting, device management, or other Premium-level controls, the user’s licensing needs to support those controls.

Licensing Compliance Is Part of Security #

Microsoft licensing is based on user and product entitlements. A feature appearing in the tenant does not automatically mean every user is properly licensed to benefit from it. This is especially important with tenant-level security and compliance features. For example, Conditional Access requires the appropriate Microsoft Entra licensing for the users covered by those policies. Licensing should therefore be designed around actual use rather than around whether an administrator can technically turn a feature on. A good licensing standard helps avoid inconsistent controls, unsupported configurations, licensing disputes, and unexpected costs during audits or vendor-support cases.

What Changes When Licensing Is Purchased Somewhere Else? #

EasyITGuys can still assist with Microsoft 365 environments when licensing was purchased directly from Microsoft or through another provider. The difference is authority and support access. We may not control the subscription relationship. Billing changes may need to go through the organization or the licensing provider. Subscription changes may require the purchasing provider. Certain Microsoft support or licensing escalations may also need to be initiated or owned through that relationship. This can limit how deeply we can act on the organization’s behalf. This is not intended as pressure to purchase a license from one source. It is an explanation of how the Microsoft support model works and why the purchasing relationship affects the level of vendor-side assistance we can provide.

Support limitation: When the Microsoft purchasing or authorized support relationship exists somewhere else, portions of Microsoft licensing, subscription, or vendor escalation work may need to be handled through that provider or directly by the organization. Business Premium Is the Baseline, Not the Ceiling #

Business Premium is a well-rounded package. It is not Microsoft’s highest-level offering. Some users or organizations need capabilities that go beyond the Business Premium baseline.

Mixed Licensing Can Be Appropriate #

An organization does not necessarily need the exact same license for every user. Business Premium may remain the normal staff baseline while selected users receive E3, E5, Entra P2, advanced Purview, Exchange, Defender, or other licensing based on their role. Likewise, a true email-only employee may receive a smaller license when the organization’s security and management requirements still remain satisfied. The important point is that exceptions should be intentional. Licensing should reflect the person’s actual job, security requirements, device requirements, data access, compliance obligations, and support needs.

Business Premium, Office 365 E3, and Microsoft 365 E3 Are Different #

Microsoft’s product names can create confusion. Office 365 E3 and Microsoft 365 E3 are not the same product. Office 365 E3 is primarily an enterprise productivity, email, collaboration, and compliance suite. Microsoft 365 E3 adds the broader Microsoft 365 identity, Windows, endpoint-management, and security foundation. It is therefore a more natural enterprise comparison when an organization has outgrown the Business-plan family. E5-class licensing adds additional security, identity, analytics, and compliance capabilities. An organization can also mix Business Premium and enterprise licensing when Microsoft licensing rules and the environment support that design.

What Business Premium Does Not Automatically Solve #

Business Premium is a licensing foundation.

  • It does not automatically configure Conditional Access.
  • It does not automatically enroll every device into Intune.
  • It does not automatically deploy Windows Autopilot.
  • It does not automatically move employees to passkeys or Windows Hello for Business.
  • It does not automatically configure every Defender or Purview feature correctly.
  • It does not replace a documented backup and recovery strategy.
  • It does not eliminate the need for employee cybersecurity training.
  • It does not guarantee that additional cybersecurity tools will never be needed.

The license provides capabilities. Those capabilities still need to be selected, configured, maintained, reviewed, and adopted appropriately.

Government and Public-Sector Environments #

Commercial Business Premium should not automatically be applied to every public-sector environment. Microsoft provides government-specific licensing families and cloud environments. These may include G3, G5, GCC, GCC High, DoD, and other applicable offerings. Government, public-safety, municipal, and regulated public-sector organizations should select licensing based on Microsoft eligibility, cloud requirements, compliance requirements, security requirements, and organizational needs. This article focuses primarily on commercial Microsoft 365 Business Premium environments.

A Good Microsoft 365 Standard Is Shared Responsibility #

Licensing works best when the organization and IT Department make the decision together. Organizational leadership determines acceptable risk, budget, compliance requirements, and operational priorities. Employees participate by adopting approved authentication methods, completing assigned training, and following the organization’s technology practices. The IT Department helps explain licensing differences, recommends appropriate controls, configures approved technology within scope, documents exceptions, and identifies when a user needs additional capabilities. Microsoft and other approved vendors remain responsible for the capabilities and support channels associated with their products. The goal is not to buy every available feature. The goal is to create a licensing design that supports people, process, technology, security, and the organization’s actual needs.

Does every employee need Microsoft 365 Business Premium? #

No. Business Premium is our normal starting point for full staff users who need Microsoft desktop applications, email, collaboration, identity protection, and a managed device experience. Some employees have narrower requirements and may appropriately use another Microsoft license.

Is Business Standard insecure? #

No. Business Standard includes Microsoft security capabilities such as MFA options, spam and malware filtering, and Microsoft’s core identity services. The difference is that it does not include the same complete identity, device-management, endpoint-security, email-security, and information-protection baseline as Business Premium.

Does Business Premium include MFA? #

Yes, but MFA is not exclusive to Business Premium. Lower Microsoft 365 and Entra tiers can also use MFA. Business Premium adds Entra ID P1 capabilities such as Conditional Access and stronger identity administration and reporting.

Do we recommend passkeys instead of traditional MFA codes? #

Yes, where supported and appropriate. We highly recommend moving toward phishing-resistant authentication. Microsoft passkeys can be an excellent starting point for many users because they reduce dependence on passwords and phishable authentication codes.

Do you recommend Windows Hello for Business? #

Yes. Windows Hello for Business can provide a strong passwordless workstation sign-in experience while reducing repeated password entry. It works especially well when the organization’s identity and device-management standards are designed around Entra ID and Intune.

Should everyone receive a YubiKey or another hardware security key? #

Not necessarily. Physical FIDO2 security keys are especially useful for administrators, highly regulated users, high-risk roles, and users who need a portable phishing-resistant credential. Some organizations may choose them for everyone. Others may combine Windows Hello for Business and passkeys for normal users with physical keys for higher-risk roles.

What happens if someone loses a physical security key? #

The organization should have an account-recovery process before physical keys are widely deployed. Depending on the design, this may include a second registered key, another approved phishing-resistant authentication method, Temporary Access Pass, or an IT-assisted recovery workflow.

Why not buy Business Standard and Entra ID P1 separately? #

That is technically possible. Microsoft currently lists Business Standard at $14 per user per month and standalone Entra ID P1 at $7 per user per month using annual pricing. That combination is already close to the $22 Business Premium price before considering the additional Intune, Defender, and Purview capabilities included with Premium.

Does an email-only employee need Business Premium? #

Not automatically. Exchange Online Plan 1 or another mailbox license may fit a true email-only user. The organization still needs to determine whether that person requires Conditional Access, Entra ID P1, advanced reporting, device management, DLP, or other security controls.

Is Exchange Online Plan 1 the same as Exchange Online Protection? #

No. Exchange Online Plan 1 is a hosted mailbox license. Exchange Online Protection is Microsoft’s email filtering and protection service. The similar names cause confusion, but they are different services.

Can we buy one Entra ID P1 license and use Conditional Access for everyone? #

No. Microsoft licensing applies to the users who benefit from licensed capabilities. Users covered by Conditional Access policies need the appropriate qualifying licensing.

Does Business Premium replace all of our other cybersecurity tools? #

No. Business Premium provides a strong Microsoft security foundation. An organization’s approved cybersecurity design may still include MDR or EDR, application control, email security, ITDR, SIEM, backup, security awareness, vulnerability management, or other protections.

Does OneDrive or Microsoft 365 replace backup? #

No. Microsoft cloud storage, synchronization, retention, versioning, and recovery features are useful, but they should not automatically be treated as an independent backup and business-recovery strategy.

Best Effort may apply when EasyITGuys does not have the purchasing authority, partner relationship, vendor access, or support channel needed to perform the requested action directly. We can still investigate, coordinate, explain the issue, and help identify the correct path. We cannot create a Microsoft partner support relationship that belongs to another purchasing provider.

What if we need more security or compliance than Business Premium includes? #

Business Premium is the baseline, not the maximum. Additional Entra, Defender, Purview, Exchange, storage, archive, E3, E5, or other Microsoft licensing can be added for users or organizations with greater requirements.

Can Business Premium, E3, and E5 users exist in the same organization? #

Yes, where Microsoft licensing rules and the environment support the design. Mixed licensing is common when different users have different security, compliance, storage, or functional requirements.

What happens when we grow beyond 300 users? #

Microsoft’s Business plans are designed for organizations with up to 300 users. Organizations approaching that limit should review Microsoft’s enterprise licensing options and plan the transition before licensing becomes a constraint.

What about government, municipalities, first responders, or public-sector organizations? #

Government and public-sector environments may require Microsoft’s government licensing families and cloud environments rather than the normal commercial Business Premium model. G3, G5, GCC, GCC High, DoD, or another applicable Microsoft offering may be appropriate depending on eligibility, compliance requirements, and the environment.

What takes precedence if this article differs from our Microsoft agreement or EasyITGuys service agreement? #

Current Microsoft licensing terms and official Microsoft documentation determine Microsoft product rights and capabilities. The applicable EasyITGuys agreement, Service Guide, accepted Quote or Order, documented configuration, and approved service scope determine the services and responsibilities associated with your environment.
